Happy
35th Birthday to the Health and Safety at Work Act (HSWA)! It is great
news all round that on the whole workplaces are much safer than they
were three and a half decades ago.

Health and safety statistics
are now available for 2007/08:
- 229 workers were killed at work
- 2.1 million people were suffering from an illness they believed was caused or made worse by their current or past work
- 136 771 other injuries to employees were reported
- 299 000 reportable injuries occurred
- 34
million days were lost overall (1.4 days per worker), 28 million due to
work-related ill health and 6 million due to workplace injury
- In 1974, the year the Health and Safety at Work etc Act was introduced; more than 600 people were killed each year at work.

Roaring trade
Historically,
there is evidence that arson becomes more frequent during an economic
downturn. A statement from the ABI (Association of British Insurers)
details that UK Businesses working through the recession are being
stung by an increasing fire cost threat.
According
to the ABI, the cost of fire damage in 2008 increased by 16% on 2007 to
a staggering £1.3bn – the equivalent to £3.4m every day. The figures
showed that in 2008:
- Commercial fire damage was up 15% on the previous year, at a cost of £865m
- Serious school fires occur every month on average and cost £33m in the year
- Fire damage to homes was up 17% on the previous year at a cost of £408m
The
ABI’s Director of General Insurance and Health, Nick Starling, said:
“These are alarming figures. We know that arson tends to increase
during an economic downturn. Insurers are reporting a rise in
large-scale fires that are increasingly putting lives at risk. We
believe that arson and fraud are contributing factors. We are
investigating this worrying trend, and will be publishing our
recommendations for tackling the problem later this year.”

Death at work
Deaths
of two men, caused by accidents that occurred in the course of their
work, have resulted in the prosecution of the companies that were
responsible.
Steve Boatman and Gary Miles were
thrown from a crane while working on its jib and later died from
injuries caused by the fall, with the third worker receiving several
broken bones and cuts.
Bennett's Plant & Services was found guilty of two charges under the Health and Safety at Work Act 1974
and the Construction (Health, Safety and Welfare) Regulations 1996 by
Chichester Crown Court. In addition, Eurolift (Tower Cranes) had
earlier pleaded guilty to two offences under the same acts of
legislation.
"This was a tragic and highly
avoidable accident in which two men lost their lives. It was caused by
the inadequate supervision of a worker who was not trained, nor
competent for the task he was asked to undertake," commented Peter
Collingwood, Health and Safety Executive inspector who headed the
investigation.

Asbestos awareness
The
UK has the highest death rate from asbestos related cancer
(mesothelioma) in the world, with ‘baby boom’ carpenters, plumbers,
electricians and decorators who worked in their trades for ten years
before they were 30, at an increased risk.
New research published in the British Journal of Cancer detailed some alarming statistics:
- 1940s-born plumbers, electricians and decorators have a lifetime risk of developing the cancer of one in 50
- other construction workers born in the same decade have a one in 125 risk
- one in 17 British carpenters born in the 1940s will die of mesothelioma
(The
risk of mesothelioma for the rest of the UK population who haven't
experienced these occupational exposures is about one in 1,000.)

The health and safety law poster
New versions of the HSE healthy and safety
law poster and leaflet are now available. Employers can, if they wish,
continue to use their existing versions of poster and leaflet until 5
April 2014, as long as they are readable and the addresses of the
enforcing authority and the Employment Medical Advisory Service are up
